You need the pack.mcmeta file to make a resource pack for Minecraft Java but Minecraft stopped including that in the vanilla.jar file starting in 1.17. So here is how you can download that file from my website and how to edit the pack.mcmeta file. Plus I also have downloads for the pack.png file.
