Use layer styles and the Liquify filter to create a color glitch.
Start from scratch, or download practice files [https://adobe.ly/2xMaYnR] for a head start. Steps below.
Prep your files:
1. Open the photo provided in the practice files.
2. Choose Image – Mode – RGB Color.
3. Choose Image – Adjustments – Black & White to convert it to black and white. Click OK to accept the default settings.
Change the color channel:
1. Drag the Model layer to the New Layer icon to duplicate it.
2. Double-click the new layer and turn off the Green and Blue channels in the Layer Style dialog. Click OK.
Liquify the subject:
1. Select the Liquify filter (Filter – Liquify).
2. In the Properties panel, click Show Backdrop to preview the distortion before committing to any changes.
3. Brush over the model’s face with the Freeze Mask tool to protect it from warping as you liquify the rest of the photo.
4. Choose the Forward Warp tool.
5. In the Properties panel, set the brush size and check Pin Edges to prevent pulling in too much of the edge of the image when you use the Warp brush.
6. Brush with the Forward Warp tool to offset areas of the photo. Press Enter or Return to commit the changes.
Tip: Use the [ ] keys on your keyboard to adjust the size of the brush as you work — a large brush is helpful for this task.
Enhance contrast:
1. Click the Adjustment layer icon and choose Curves.
2. Move the points along the curve to adjust highlights and shadows until you are happy with the results.
Add grain to blend the effect:
1. Use Shift+click to select all of the layers, right-click, and choose Convert to Smart Object.
2. Choose Filter – Noise – Add Noise to adjust the Amount and check Monochromatic.
Tip: We set the noise Amount to 10%.
